Job Description

This is a professional supervisory position responsible in Administrative function of the USP-India. The incumbent will be responsible to planning, organizing and supervising the comprehensive purchasing functions for USP-India in compliance with mandated requirements; overseeing daily activities including major purchases; responding to a range of inquiries regarding processes or purchasing status; negotiating terms and conditions with vendors and/or service providers; and achieving departmental objectives and goals within approved and/or available budget. Implement and Coordinate policies and procedures for Procurement & Logistics (Imports & Exports). Manage and supervise the complete Procurement and Export Import portfolio.

Supervision of Procurement activity:

  • Identify and develop vendors for equipment, chemicals, consumables etc. in International Market

  • Assist in vendor assessment, vendor management and vendor selection

  • Source and procure equipment, chemicals, consumables etc. by preparing procurement terms and conditions both for technical and commercial

  • Review vendor performance and take corrective actions to ensure timelines and quality of supplies

  • Maintain alternative sources of supply in case of non-performance of existing vendors

  • Standardizing commercials (payment terms, discounts, warranty etc.)

Supervision of Logistics activity (imports, exports, licensing, compliance, liaison including renewals)

  • Implementation of SLA with Logistics Service Providers

  • Establish relationships with government agencies like Customs and Central Excise, Joint Director General of Foreign Trade, Director General of Foreign Trade, Assistant Drug Controller General of India, Drug Controller General of India, DRI, SVB for various issues like customs clearance, interpretation of Customs Notifications, Plant Quarantine Station, etc.

  • Obtaining EPCG / Advance Licenses, Redemption, NOCs etc.

  • Explore the possibility of getting custom duty exemption for R&D imports and raw material imports by way of logical interpretation

  • Handle Customs Clearance and Warehousing of Materials arrived from/received at different ports

  • Arrange Duty payment and smooth import clearance for shipments received by air, sea, etc.

  • Negotiate rates and enter into contracts with various CHAs & Consultants. Global courier services,

  • Interact with CHAs for all import and export consignments and logistics

  • Scrutinize import and export documents and ensure proper documentation

  • Manage freight forwarders to balance reasonable freight cost along with minimum transit time

  • Facilitate inspection of DGFT / Customs / Excise officials

  • Ensure timely delivery of import and export shipments without demurrage through tracking mechanism

  • Prepare and submit various reports to the management on weekly / monthly basis such as: Imports and Exports Status, License Status and their utilization

  • Maintain and update a database for all shipments & documents

Required Skills

Candidates must have at least 10 years of exposure to all SCM functions viz Procurement (Indigenous and Overseas), EXIM Policy / Schemes / Procedures and documentation, Foreign Trade / Currency Regulations, Customs classification, HS codes, Clearances, Import duties, various licenses required, Compliances, Logistics etc.

Must be a Post-graduate or graduate in commerce. Diploma or a degree in Foreign Trade or SCM from a recognized university or Institute will be an added advantage.

Required Experience

Exposure to functional related legal compliances Viz. EOU, Customs, EPCG, import/ export policies is a must.
