Job Description

USP seeks a Technical Director for an anticipated five-year U.S. Government-funded project building the capacity of diagnostic laboratories. The position, based in Malawi, is contingent upon project award.

The Technical Director will act as technical lead for the design and implementation of project strategies and activities that are aligned with evidence-based best practices and tailored to the country context. Strategies include:

  • Expand a cost effective national sample transportation system

  • Expand access to quality HIV diagnosis and treatment monitoring services

  • Build TB laboratory diagnostics capacity

  • Support molecular laboratories to achieve accreditation

The Technical Director will collaborate with the Project Director to ensure strategic program direction and the provision of high-quality technical assistance. The Technical Director will provide support in implementation of the monitoring and evaluation plan to capture and report program performance and results. In program implementation, the Technical Director will closely collaborate with U.S. Government and non-U.S. Government supported programs and the Government of Malawi.


  • Advanced degree in laboratory sciences

  • At least 10 years’ post-graduate experience with building HIV/TB laboratory diagnostics capacity, improving laboratory infrastructure and systems, SLMTA/SLIPTA, and mentoring laboratories to achieve ISO 15189 accreditation

  • At least 5 years of senior level experience providing technical support to clinical diagnostic laboratories in lower and middle income countries

  • Proven experience working with Ministries of Health (MoH) and country governments and a strong understanding of MoH systems at the national, regional, and laboratory facility levels.

  • Proven experience working with U.S Government donor agencies; demonstrated strong understanding of global health donor-funded programs (CDC, USAID, Global Fund, WHO or other donors)

  • Demonstrated management, leadership, and interpersonal skills

  • Ability to be based in Malawi
