Summary of the Position
The Business & Financial Controls Manager is primarily responsible for supporting the administration and execution of both the Business & Financial Controls (B&FC) and Enterprise Risk Management (ERM) programs. For B&FC, the individual will lead in assessing the effectiveness of USPC’s internal control environment and support management’s assessment of internal controls over financial reporting. Additionally, lead/manage efforts on the day to day of USP’s internal control framework and coordinate with 3 rd party consultants on its current internal control environment for its US and selected international site locations. For ERM, the individual will facilitate the risk identification and assessment process across the enterprise, including managing and improving the corporate framework used to identify, analyze, measure, and monitor business and operational risks.
Roles and Responsibilities
Manage 3rd party Internal audit relationships and execution of fiscal year audit activities for both corporate and US government and other donor funded programs.
Document process controls, assessing control design, developing test plans to test key controls
Manage the status, resolution timeliness, reporting and escalation business and operational issues
Maintain and actively manage the organizations Summary of Deficiencies
Ensure consistent implementation of enterprise risk and control practices
Identify and analyze emerging risks, key risk trends, and reporting gaps
Support risk identification and assessment process across all risk categories
Identify and assess operational risks, evaluate the adequacy of risk mitigation efforts, and oversee the implementation of control recommendations
Collaborate effectively across multiple stakeholders (e.g., other risk management partners, front line etc.)
Strong verbal and writing communication skills are necessary. Ability to effectively communicate through all levels of the organization
Organized and analytical with a keen attention to detail. Strong critical thinking, time management, and planning abilities
Ability to identify and recommend improvements to process
Participate in and execute other special projects for the team as needed
Basic Qualifications
Bachelor’s degree in Accounting/Finance or related business discipline and work experience
CPA Certification Required
Minimum of 5 years of professional audit experience. Experience with the Big 4 audit firms and/or in similar private internal or external audit role
Ability to conduct research on regulatory guidance, current industry standards and trends, and new legislation and requirements
Experience in controls development, control management, and reporting activities
Proficiency in the use of Microsoft Office Suites, specifically Excel, PowerPoint, Visio and Word
Able to multitask, prioritize, and manage time; project management
Preferred Qualifications
Knowledge of COSO, COBIT or other internal control or risk frameworks
Experience with a risk-based audit approach
Experience in government auditing
Knowledge of GASB and Yellow Book standards
