Description

This role is an integral part of the Global Health Programs department within the Global Health and Manufacturing Services Division. The donor-funded Division within USP is embarking on a new 5-year strategic cycle with ambitious new business growth targets and an expansion of donor-funded services and products in global health. The 5 year strategic plan places emphasis on the use of data to inform needed changes at country, regional and global level in key technical areas in the pharmaceutical sector, including but not limited to supply chain security, the quality of pharmaceuticals, local manufacturing capacity, supply chain risk assessment, diagnostic laboratories networks, , private sector engagement and patient outcomes, with the purpose of improving the wellbeing of populations in low- and middle-income countries (LMICs).

This individual is a key contributor to the Division’s work on increasing access to key medical products in coordination with senior technical and program leads and reports directly to the Vice President of Global Health Programs. This individual will generate dashboards and key insights to be used externally to champion investments and identify necessary changes in policy in key countries to increase the availability of health products. S/he will also identify external data sources, relevant to our work, and triangulate the information with our internal data to provide recommendations on our strategy, potential new services and promising practices. The ideal candidate will have a strong understanding of global health, public policy, economics, and be able to collect, analyze, and understand data to provide actionable insights in support of patient-centric programs. The incumbent contributes to new business activities, concept notes, reports, presentations, and other important data dissemination products as well as strategy-setting for donor-funded programming across three Departments within the Division (GHP, Technical Group and PQM+ as needed)

The role is responsible for 1) identifying internal and external global data and in-country/regional sources relevant to global health work, 2) developing analytic methods to generate dashboards and other information-sharing tools, 3) producing data-driven insights and recommendations to improve the impact and effectiveness of our work through data analysis; 4) partnering with the donor-funded Leadership team, , the USP Supply Chain Initiative, the Quality Institute and the Strategy team to identify and fill relevant data gaps; and 5) tracking and reporting on the global health donor-funded strategy KPIs.

Roles and Responsibilities

  • Identify and distill data from varied external and internal sources to address critical priorities outlined by Leadership such as undertaking key modeling exercises based on current regional and global trends in areas of interest to USP; this can include modelling the potential impact of COVID on health outcomes in the absence of access to quality-assured medical products or reliable testing.

  • Present analytical results and insights, including recommendations to support reaching goals set out by the 5-year strategy including documenting approaches and strategies to monitor core KPIs to illustrating our impact on health outcomes;

  • Leads analyses that involve the triangulation of supply chain, program, facility, and patient data to support recommendations in USP as it positions for new health programs

  • Creates relevant visualizations and reports analytical findings using innovative methods to promote understanding of key insights for both technical and non-technical audiences (including putting together state of the art presentations).

  • Leverages methods from diverse disciplines (e.g. machine learning, statistical modeling, data mining, natural language processing) to ensure the quality of analysis

  • Liaises with GHMS staff (data producers and data users) to develop new data products to fit the changing needs of donors/clients and develop innovative ways to collect new data

  • May lead analytical work in proofs of concept and research projects, using appropriate data sources to meet the Division’s needs.

  • Produces data-driven insight that support the development of strategies for target markets in global health to inform decisions of governments, donors, and other stakeholders.

  • Establishes and improves data processing protocols.

  • Represents the Global Health team on appropriate cross-divisional initiatives and coordinates with other Divisions on specific projects.

  • Ensures adherence to high standards of data quality and data analysis for all datasets maintained and analyzed by the team

Basic Qualifications

  • Masters Degree in Public Policy, Economics, Public Health, or equivalent advanced degree

  • 5 years in data analytics, market analysis, healthcare management consulting or other relevant private/public sector experience utilizing modeling tools (e.g., STATA, SAS, R, Python, or other data management) and visualization software

  • Demonstrated experience in USG funded or other Donor funded data related activities, or equivalent work with a focus on LMICs

Preferred Qualifications

  • Masters Degree preferred.

  • Knowledge of health systems, medical devices, and/or diagnostics, especially in developing countries or emerging markets a plus.

  • Experience managing large data sets, research design and publication preferred

  • Proficiency in descriptive and inferential statistics required

  • Ability to synthesize project findings and translate into programmatic and policy recommendations.

  • Strong drive for results; ability to effectively prioritize, adjust quickly to changing priorities and execute while under pressure

  • Demonstrated experience in project management and balancing priorities.

  • Ability to work independently and as part of a team

  • Proven effectiveness working in a team-based environment, but capable also of working independently.
