Description
The Director, Laboratory Programs is responsible for stewarding and continuously improving technical programs that work to strengthen diagnostic and medicines quality control laboratories and related services. (S)he actively participates in industry dialogue to stay at the forefront of market trends and significantly expand GHMS’ core offerings in QA/QC for medicines quality control, as well as new offerings in clinical diagnostics labs, market surveillance, and field-based detection technologies into adjacent areas. (S)he collaborates with the New Business team to design and write technical narrative approaches for proposals, as well as thought leadership pieces for external dissemination.
The Laboratory Programs Director ensures quality delivery within a global matrix of technical resources that provide technical assistance across all areas of laboratory services.
A successful Director, Laboratory Programs will do the following:
Develop trusted relationships with new and existing funders and partners
Successfully bring in new work to deepen GHMS’ work in core areas and maintain reputation as a leader
Design and deliver technical programs consistently recognized as best-in-class by donors and funders
Identify high-potential adjacent areas in which to expand GHMS work and successfully build a portfolio
Roles and Responsibilities
Technical oversight and thought leadership (40-50% time)
Provides expert technical support to technical resources on programs related to lab services
Ensures consistency and quality of delivery across programs in technical focus area
Promotes adoption of industry best practices among ongoing programs
Leverages network and experience to maintain and draw on a current roster of high-quality technical consultants and ensure consistent and high-quality delivery of services
Business development (20 – 30% time)
Develops relationships with key potential clients, including donors, national labs, and government ministries
Represents GHMS’s technical leadership in lab services at external forums
Works with stakeholders to develop new opportunities and collaborate with Senior Technical Director to follow through on identified leads
Collaborates with Partnerships & Growth team to generate technical thought leadership content
Designs and contributes to writing high-quality technical approaches for proposals in response to EOIs/RFIs/RFAs/RFPs
Product expansion (20 - 30% time)
Drives strategic thinking for lab services focus area
Identifies opportunities to expand beyond diagnostic lab systems into adjacent health products
Works with Senior Technical Director to follow up and evaluate adjacent opportunities
Lead additional work on the new areas of antimicrobial resistance (AMR), and the roll out of COVID-19 diagnosis and surveillance tools
Works with the Global Health Technical Program (GHTP) team to expand beyond current technical offering to emerging infectious diseases (EID) and pandemic preparedness
Basic Qualifications
Education
Bachelors degree in pharmaceutical sciences, public health, medical laboratory technology or related field required.
Experience
Ten (10) experience supporting donor-funded projects in health-related fields
Five (5) years demonstrated experience in supporting both clinical diagnostic laboratories and medicines control laboratories or related areas
Five (5) people management experience
Skills Sought
Experience in at least one of the following health verticals with high donor importance: HIV, malaria, TB, NTDs, AMR, MCH
Existing relationships with key global health donors and implementing partners (USAID, GFATM, CDC, private foundations, World Bank, DFID, DFAT, etc)
Demonstrated thought leadership in laboratory services
Strong written and oral communication skills
Exceptional people management skills, including ability to seamlessly manage virtual teams
Demonstrated success writing proposals and winning large bodies of donor-funded work
Willingness to travel at least 25% of the time
Donor-facing program design
Preferred Qualifications
Master’s degree preferred
Experience implementing donor-funded programs in both Asia and Africa
Experience implementing USAID- and/or CDC-funded programs
Fluency in French, Portuguese or Arabic
