The U.S. Pharmacopeial Convention (USP) Operations Associate in Rockville, Maryland


Summary of the Position

The PQM+ Operations Associate is a hands-on individual contributor on the PQM+ Operations Team responsible for providing hands on contractual and procurement operations support to a growing portfolio of PQM+ programs as the project moves to full scale during Program Year 3. This position will be responsible for assisting PQM+ with the hands on drafting of contractual documents related to the purchase of goods and services, including consulting agreements, vendor contracts, and other contractual documents. This person will also be responsible ensuring that procurement plans are finalized and for consolidating the tracking of PQM+ procurements, liaising with procurement staff to trouble shoot delays in procurement, and for handling the creation of purchase requisitions once procurements are finalized. Responsibilities will also include working with PQM+ program staff to ensure the PQM+ consultant roster is maintained and updated in a timely way.

Roles and Responsibilities

  • Draft home office generated contracts and upload to contract repository, monitor legal review and see the contracting process through until contracts are signed and active and PO issued

  • Assist the PQM+ staff in both Rockville and the field in ensuring the contracts are uploaded for legal review and in trouble shooting any delays in legal review and signoff

  • Trouble shoot issues to ensure necessary business and legal reviews are completed

  • Create systems for monitoring and tracking PQM+ active procurements against finalized procurement plans to ensure delays are identified and addressed, following up with the PQM+ Director for Finance and Operations and procurement teams as necessary

  • Create purchase requisitions once procurements are finalized and monitor the tracking of Contract Purchase Agreements

  • Acts are central points of contact for submitting all Rockville originated Payment Requisitions to Accounting and serves as Point of Contact to provide advisory support and troubleshooting for Purchase Requisitions that are originated in the field. Works with Accounts Payable to monitor purchase orders, prepare payment requests, and reclassifications, such as corrective actions for monthly PQM+ non-billable charges, and other routine accounting requests.

Basic Qualifications


  • Bachelor’s degree or equivalent experience in relevant fields


  • 3 years relevant experience supporting contracts, purchasing, and procurement processes

  • Prior experience with USAID funded programs preferred.

  • Familiarity with USAID and US government rules and regulations.
