The Project Deputy Director – Technical Operations is responsible for leading and managing overall responsibilities related to the provision of technical services and support for a $200-$300M global USAID program. S/he will oversee development and implementation of a quality assurance and quality control strategy to ensure the quality of procured health commodities. The position is contingent on contract award.

Basic Qualifications

  • Must have a scientific, technical background in a discipline related to quality systems and the quality assurance of health commodities, with at least 10 years of health commodity quality assurance experience, of which 5 years must be in a low-and middle-income (LMIC) country context

  • 10+ years of experience in managing and implementing complex health programs in a LMIC context (particularly USAID funded health programs), in senior roles

  • Demonstrated and extensive experience managing and implementing high value contracts ($50MM+) and ensuring compliance with U.S. Government requirements

  • Direct management of teams based in LMIC countries

  • Strong interpersonal, people management, and mentoring skills

  • Demonstrated experience developing and maintaining collaborative relationships with international organizations that have a common interest in quality assurance

Preferred Qualifications

  • Advanced degree in relevant quality assurance field

  • Strong demonstrated knowledge on the quality control of health commodities (sampling, testing, and vetting)

  • Fluency in French a plus, but not required
