Summary of the Position

The Senior Accountant- International is a professional position and performs a variety of accounting tasks and is responsible for processing, accounting for, and reporting on, in compliance with both Generally Accepted Accounting Principles (US GAAP) and USAID rules and regulations 2 CFR 200 and FAR 31.2. The incumbent will perform tasks related to the monthly financial close process including balance sheet, journal entries and balance sheet reconciliation. In addition, the Senior Accountant will maintain general ledgers and prepare financial information for other departments. The ideal candidate is expected to be self-motivated and able to function/work independently as well as part of a team to present high quality results within tight and competing timeframes. The Staff Accountant will have outstanding analytical, problem-solving, interpersonal and diplomacy skills.

Roles and Responsibilities

  • Responsible for the month-end close process, including preparation of account reconciliations, journal entries, and variance analyses.

  • Prepares journal entries for month end entries, corrections/reallocation and upload of field office data into HQ ledger. Reconcile field office ledger to HQ Oracle.

  • Review Field office monthly transactions and supporting documentation for accuracy, compliance and completeness.

  • Mapping of Field Offices data and upload into HQ ledger and complete the month-end close steps for Project Billing Module.

  • Provides support and back stops overseas field office accounting.

  • Provides support for USPC interim and year end annual audits, governmental audits, or other internal/external 3rd party inquiries by preparing PBC’s, liaising with the external auditors and conducting analysis, as needed.

  • Interacts with internal and external stakeholders on a routine basis to ensure data accuracy and compliance with GAAP, Cost Principles in 2 CFR 200 and Far 31.2, OMB Circulars, and other pertinent regulations.

  • Assists with improving, implementing and documenting processes and internal control policies and procedures.

  • Assist with internal and external auditor’s inquiries and request for information relating to quarterly reviews and year-end audit.

  • Develops and implements business process documents as needed to ensure mission critical tasks are maintained in the event of an employee absence.

  • Functions as the primary backup and support for ad hoc roles as assigned by management.

  • Performs other duties as assigned or required.

  • Occasional travel to USPC field offices/locations mostly in developing countries.

Basic Qualifications

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related business discipline.

  • Minimum of five (5) years of progressive financial (GAAP) accounting and reporting management experience.

  • Minimum of three (3) years experience supporting overseas field office accounting

  • Minimum of three (3) years of experience with US Government and/or private donor funded programs.

Preferred Qualifications

  • Experience with accounting/financial issues and analysis

  • Experience using accounting and financial reporting systems

  • Experience with Accounting for Grants and USAID

  • Technical experience with spreadsheet program, general ledgers reports and financial management tools.

  • Experience with fund accounting principles, practices and regulations.

  • Experience with Oracle Financials, Hyperion and OBIEE is helpful but not required

  • Extensive knowledge of Microsoft applications (Excel, Word, Access)

  • Individual must possess the ability to influence without direct authority.

  • Ability and desire to work well with diverse employees and customers in a cooperative and friendly manner.

  • Strong analytical skills, detail orientation, trustworthiness, and ability to work under strict deadlines.
