The U.S. Pharmacopeial Convention (USP) Senior Learning Strategy Program Manager in Rockville, Maryland
The Senior Learning Strategy Program Manager will partner directly with internal stakeholders to assess organizational needs, identify root causes and develop engaging and scalable learning solutions to activate a culture that promotes team effectiveness. The role also provides a range of strategic consultancy services to leadership for creating and sustaining a learning and development culture. A key focus will be to create cohesive and integrated learning processes for a high-performance culture to support and continuously improve capabilities, cultivate growth and foster learning engagement for employees. This role will operationalize learning strategies and implement innovative and engaging learning solutions to create sustainable programs that allow for ease of learning, such as on-demand and micro-learning and interactive facilitation.
This role will be responsible for the program management of global learning solutions through managing program design and implementation, vendor selection, vendor relationships, client engagement and communications for learning programs. It will also ensure effective packaging for learning platforms through curriculum and target audience assessment and collaborating with internal stakeholders, functional HR peers and other HR centers of excellence, as necessary.
The Senior Learning Strategy Program Manager will report to the Director, Learning Strategy & Organizational Effectiveness.
Role and Responsibilities
Designs, develops, and delivers custom and off-the-shelf learning and development solutions that address results from needs assessments and short- and long-term objectives of USP. Ensure that learning solutions comply with established budget, policies, procedures and support corporate culture.
Develops training materials, including user guides, participant guides, facilitator guides, presentations, job aids, quick-reference guides, learning activities, assessments, e-learning story boards and audio scripts using sound instructional design principles.
Collaborates with global stakeholders, vendors and consultants to design and implement learning and development solutions.
Manages implementation and roll out of learning and development solutions including: assigning appropriate audiences, determining and coordinating scheduling and logistics, procuring materials and equipment, coordinating the development and distribution of communications, conducting pilots, identifying and recognizing necessary edits and revisions, testing functionality of eLearning resources and solutions, evaluating effectiveness and facilitating improvements,
Completes project management tasks including creating and maintaining project plans, managing project team members to meet established project goals and milestones, coordinating and facilitating project team meetings and communications, etc.
Manages multiple projects with competing interests ensuring high quality deliverables are produced in a timely manner.
Conducts quality assurance reviews of all work to include spelling, grammar, formatting, layout, etc.
Develops evaluation process and tools, monitors and reports on the effectiveness of development programs by establishing relevant evaluation metrics and collection capabilities and demonstrated use of continuous quality improvement in daily work and operations.
Creates and maintains learning and development resources in the learning management system to ensure accurate offerings, catalogs and assignments to comply with ISO and training records SOP requirements and reporting.
Conducts and facilitates organization-wide training sessions, workshops and teambuilding as required.
- Bachelor’s degree with concentration in Instructional Design, Human Resources or Business plus 8 years experience Learning & Development or similar space or equivalent education / experience combination
Preferred Qualifications/ Desirable Requirements
Demonstrated ability to develop strong business acumen for process changes
Possesses knowledge and experience in user experience testing and training strategies
Ability to learn quickly, creating internal partnerships, promoting collaboration and recommending strategies that fit the people experience, DIB and business models
Strong presentation, verbal and written communication skills with the ability to articulate complex ideas in easy to understand business terms to all levels of management including senior leaders
Ability to effectively manage multiple competing priorities with high attention to detail
Possesses strong analytical skills, good listening skills with ability to effectively coach and mentor others.
Must be able to lead by influence
Ability to make decisions at the project team level and properly escalate those decisions that cannot be resolved on a timely basis
