Brief Job Overview

USP seeks a Business Development Manager to serve as a key member of our Global and Federal Practice (GFP) team. This staff member will work across multiple teams in the U.S. and globally to successfully execute USP’s Global and Federal Practice growth strategy. The role includes support across the full business development lifecycle, with a focus on: intelligence gathering; building relationships with donors and partners; effectively managing the proposal development process from solicitation to submission; and implementing and leveraging appropriate tools and processes to support the development of winning proposal. Finally, this team member will anchor the effective functioning of the GFP Global Business Development (GBD) team by leading certain efforts to organize, manage, and continuously improving the specific BD processes, tools, and systems.

Business Intelligence and Capture (40%)

  • Research, monitor, track, analyze, and disseminate internally new opportunities from DFAT, Global Fund, USAID, CDC, FDA, NIH, ASPR, Gates Foundation, GAVI, FCDO, EU, and/or other funding agencies.

  • Conduct research, analysis, and synthesis of information to identify, understand, and track key funding information for potential clients (i.e.: institutional funders, host governments, private sector) and new business leads and document in donor briefs and other relevant internal resources.

  • Gather technical input and competitive intelligence from presence countries, subject matter experts, and other resource persons, and lead its integration into existing systems and tools for tracking contacts, opportunities, and proposals.

  • Contribute to pipeline development and leads tracking, and reporting, including pWIin calculations for resource allocation.

  • Build roster of external experts and contacts to support intelligence gathering.

  • Support content development for capacity statements and other new business materials in coordination with Business Development and External Engagement teams.

Proposal Development (40%)

  • Lead the management of partner relations, including developing teaming agreements, scopes of work NDAs, and working with partners on timely submission of proposal inputs.

  • Lead the proposal management process, including managing team communication; developing proposal calendars; scheduling reviews and approvals by leadership; and otherwise coordinating a cohesive approach to quality, compliant, and on-time submissions.

  • Support the lead writer with drafting proposal sections including staff bios, organizational overviews, and institutional past performance.

  • For funded proposals, lead handover to project team.

  • Proactively problem solve business development and client engagement challenges, recommending solutions that meet USP needs.

Business Development Tools and Processes (20%)

  • Lead the effective organization, maintenance, and continuous quality improvement of business intelligence and Salesforce in coordination with the GBD team.

Who USP is Looking For?

The successful candidate will have a demonstrated understanding of our mission, commitment to excellence through inclusive and equitable behaviors and practices, ability to quickly build credibility with stakeholders, along with the following competencies and experience:

  • Bachelor of Arts with a minimum of eight years of experience in a global health business development OR Master of Public Health/related Master’s degree and a minimum of four years of experience in global health business development.

  • Proven track record of developing strong partnerships and winning proposals to DFAT, Global Fund, CDC, Gates Foundation, GAVI, FCDO, USAID, and/or other global health donors.

Additional Desired Preferences

  • Demonstrated knowledge of global public health and donor-funded programming (required), including pharmaceutical management (preferred).

  • Demonstrated ability to communicate clearly and concisely, including strong interpersonal skills and effectively interacting across teams, diverse stakeholder groups, and country contexts both in person and virtually.

  • Demonstrated leadership, versatility, and integrity.

  • Superb organizational, tracking, and follow-up abilities, including working collaboratively under time pressures with calm, steadfast leadership.

  • Self-starter with strong writing and time management skills, including attention to detail.

  • Ability to work effectively independently as well as within a team setting.

  • Fluency in English and a second language preferred.

  • Willingness to travel and work internationally at times on short notice.
